Don't plan exact parts until right before you'll buy the parts. The prices and availability changes all the time, so lists stop making sense quite fast.

To bring the prices down:

1. Buy used parts.

2. Change Liquid cooler with noctua fan.

3. If you dont wanna overclock too much B360 would suffice.

4. Non-RGB 3000MHz RAM even 2666 would be fine IMHO

5. 1060 3/6 GB could be a better choice for this build.

 

To bring more power

1. Change 8600k with 8700k

I just wanted to point out B360 is a locked chipset. And a 8600K can no problem handle a 1080ti.

If you are looking to overclock, you will need a Z series board. If you aren't overclocking, get the 200MHz slower i5 8400 and a B360 board to save a penny. Intel doesn't benefit from fast ram speeds, so you can look into dropping that speed while keeping the RGB'ness. A 650W PSU will also work fine.
