Turning on laptop power button board with no push button

A laptop entire power button bracket is broken and the ribbon that connected to the button board is torn.

The power button board with the ribbon can be replaced :

Will touching the button board metal dot with appropriate wide metal item will turn the laptop on safely

with no need for disconnect and connect again the laptop battery and charger after every shut down ?
