It looks good overall but you definitely want an ssd. A hard drive will seriously limit the potential of the processor and graphics card.

This is a misconception. Hard drives won't bottleneck other components. I run a Ryzen 5 1600 and a GTX 780 with an HDD and have no issues in regards to performance. An SSD will speed up a system, but it's not going to hold anything back from performing.

Well yes but even Linus recognizes that any $1000 or more system should at least have an SSD for OS. If that means going for an i5-8400 over an i5-8600K then i'd say that's a a good trade off.

Judge a product on its own merits AND the company that made it.

But it's not necessary and if anything bumps up the cost when you could just buy a couple hard drives that are of very high capacity. put them into a RAID array and you'll get acceptable boot times and program execution times. Personally I think SSD's are for people who are too damn impatient to wait a minute for their PC to boot up. Only reason why I'm going with an SSD in a project of mine is so I can free up my HDD's for bulk storage.

I agree that that is a misconception but that is not what I meant with my statement. I do realize that a graphics card and cpu can perform at their best say in games and in video encoding, respectively, with an hdd. What I mean by an hdd seriously limiting performance is mainly the long boot and load times where the cpu will be forced to wait for the slow drive to serve data. That's the type of "holding back" I was referring to, not that an hdd completely prevents other powerful components from running at their fullest. :)

I'd go up to the 8700, non-k, if you're looking at doing any rendering stuff. Those extra threads & higher clocks would be valuable.

 

Something larger tower cooler, maybe a baseline Dark Rock 4, would work fine.

The issue is whether you can stretch a budget to fill in a 8700 (for the extra threads). If not, the 8400 is so similar to the baseline 8600k in performance that it isn't worth the cost.

 

And, for some odd reason, the 1070 & 1070 Ti prices have almost converged together. GPU prices are about to get wonky, it seems.

Even if you just buy a $35 120gb sata SSD for the OS, it will be really worth it.  It won't matter for gaming too much except for load times, but if you do Maya or UE4 or Photoshop/creative work where you need to write/swap to the disk it will definitely have a direct performance impact.  Especially at this budget level I believe it's important.  And I agree with @AluminiumTech that I would even switch to i5 8400 over 8600K if I had to to get a SSD.

 

For Power Supplies I prefer EVGA, their G2 and G3 lines are both very good in my humble opinion.  They recently extended the G3 warranty from 7 to 9 years, that says a lot.

 

Lastly, the case -- this is just about aesthetics, but the NZXT S340 Elite is only about $25 more and has a larger tempered glass window, a 'puck' to hang headphones on and front-panel HDMI, etc.  It's mostly the window that's cool but I recognize some people don't care at all. 

 

Regarding the cooler -- if you pass on the K variant i5, and use the stock Intel cooler instead of buying one, you are only about $25 away from an i7 8700 that @Taf the Ghost recommended.

 

I think you chose great components overall.

It will be a nice thing to have the portability, and why not if the only compromise here is you don't get the ability to put 3.5" HDD.

Also for the Graphics Card the ITX case can fit that EVGA GTX 1070 ti, the thing is I went for a 1070. I could swap it out again

Really? a lot isn't right here, it's just gonna be some compromise in the upgradability. Here are the lists of compromises

-Can't fit in more than 32GB of RAM (which if you are gaming only 32GB is complete Overkill)

-Can't fit in a 3.5" Harddrive

-Can't use a PCIe SSD (It's not that faster than normal SATA III based SSD)

-Can't use tower style coolers (Noctua's Tiny cooler lineup has got you covered)

-Can't get Video Cards longer than 310mm in this "case" (A lot of Dual fan cards can cool top of the line GPU with no problem, for instance EVGA)

You can get the 860 Evo, the slightly upgraded/new model, for about 20 bucks less. (Or for ~25 more, can get a 512 Gb model.)

I expect he has a load tester. And ocilloscope. And has opened up the PSU.

 

It's a ancient group regulated design from a long time ago with a RGB fan hastily jerry rigged onto it just for the hype.
