I think that really depends on the resolution you want to play at. For example: a 8700K would be way better for 1080p with a high refresh rate than a lower-clocked chip. At 4K, though, that should be less of a difference in terms of performance...

The resolution example kind of misses the point.

 

Because it has nothing to do with resolution. For the cpu it doesn't matter if you are running 1080p or 4K. Playing witcher 3 at 1080p ultra settings with the 1080 ti will still be GPU limited so it really comes down to frame rate, settings and the game you are playing.

I agree. What I was trying to point out is that you'd need a better CPU for games that should run at high frame rates and are limited by the CPU at 1080p.

Yes we get to the same point but I just wanted to adress that the resolution stuff may be confusing for some people because I saw one channel recommending intel just because most people play games at 1080p. I am pretty sure 1080p is a common resolution, but 1080p60 FPS no 1080p120 FPS+

Buy a refurbished pc with a atx case for $250, is the cheapest way to go, they are 4th gen intel.

Either that or find a free case, cheap decent psu, used ram, used Ryzen cpu, cheapest new mobo or used.

Well, since you haven't given us much information, I'll assume you want the best gaming experience possible; for that, a 1080ti isn't necessary. You can be well off with a GTX 1060, and if you can afford it, a GTX 1070. These are more than adequate for 1080p gaming. To answer your initial question, if you want a build that will be able to keep up with the 1080ti, you'll need a budget of +/- $2000.  I included a build I made in Pcpartpicker for you to take a look at if you're interested.

I desagree, even for 1080p you can't compare a 1080 ti with a 1070, because they won't last the same. The 1070 will be fine for now but the 1080 ti will last years playing at reasonable settings

The cheapest PC with a 1080ti would be a terrible PC, as it would have a bunch of awful components and a 1080ti.

It's like asking what's the cheapest car you can build with a Ferrari 360 engine: the answer is a steel frame with the Ferrari engine mounted on it, also, it would get you killed in 30 seconds.

The cheapest build with component X will always be a build that doesn't make sense.

 

On the other hand, the cheapest build to successfully perform a certain task, or to hit a certain performance goal, now that is a much better defined problem.

The "best" cheapest PC would be one a generous friend who has too many PCs gives you one for free.

 

Barring that, what do you want to source your parts from? If you want brand new parts, then "cheap" and "good" start to become mutually exclusive.

You want the best possible build with a gtx 1080 ti for the lowest possible amount to pay? You're going to end up having to buy a used pc and hope that it has a big enough power supply with the correct connectors for the 1080 ti otherwise hope that it doesn't use proprietary connectors so you can drop a new power supply in... I really suggest dropping down to something like a 1070 ti and relegating the extra cash into the other components for a new system.
