My CPU is being underutilised, shows 0.79 ghz clock speed even when doing benchmarking tests

Hello, so i have been trying to figure out why my alienware r3 13 has such bad performance in destiny and i came to the conclusion it might be a cpu issue, i ran a full benchmark:

during this benchmark, my cpu showed very little utilisation and showed a 0.79 ghz clockspeed the entire time in task manager,

 

i am using windows 10 on this laptop, hopefully someone has some insight and can help?

Using HWInfo or a similar tool, how are your temperatures when doing these tests? Sounds like it's getting throttled for some reason

hmmm.... nice to know you play Destiny 2 (wink wink), but IDK what could be causing that issue... sure there's not a power limit or something in the BIOS? Also, what are the temps like?

Hello, temps are just shy of 50 degrees on idle on all four cores, with no increase when running benchmark, thank you all for your responses!

 

what on earth is going on?

this is an alienware r3 13 laptop cooler is standard for that unit

What should i be looking for in the bios? i shall endeavour to find out how to access that, but i would not have much of a clue what to look out for...

Check your power options, especially the advanced options where you can limit the min/max CPU %.

getting into the bios was simple, just press f2 on start up, not sure what to look for...

I noticed speedstep was diabled, i decided to load the default optimisation options by pressing f9 and speedstep enabled itself, so i guess someone turned it off(i just pruchased this laptop from ebay used)

yee, that was probs the issue. It wasn't changing clock speed properly, I assume someone was doing low CPU gaming or office work and wanted lower temps or something.
