Actually the 8700k is better by a fair margin.  And don't buy a 240mm aio, tower aircoolers will outperform them with less noise at a lower price

Well if you're going to be delidding anyways you might as well go for the i7 8700K and get the actual best.

 

Or instead of spending money delidding and on cooling you could just get an i7 8700 non L which will still be perfectly fine and gives you the extra threads.

 

Otherwise you could always save some cash on a Ryzen 2000 series chip which closed the gap with Intel a bit. Then it saves you the hassel of delidding.

 

The best 240mm AIO is really just whatever is cheap, like the Master Liquid 240 is around $60 and is fine. At that point differences are pretty minimal.
