What is the Netflix bitrate?

Say I am watching Stranger Things S02E01. I press ctrl+shift+alt+d and I am seeing bitrate at around a/v 192/3200

 

Is the 3200-- 3200 kbps---> 400 KBps

 

or is it 3200 KBps ----> 3.2 MBps?

 

Is 20 mbps enough to play 1080p Netflix?
