I got some smuges on on my side panel so I used some dry toilet paper to get them off. After this i noticed that I could kinda stick the toiket paper to the panel. I also saw that an unormal amout of dust started to get stuck to it. This make me think its ESD. Should this worry me?

Static electricity isn't good for electronics, though this is only the side panel so it shouldn't be too bad. If you don't want to take any chances, go get a product called "static guard", this is to remove static from clothes but will work on your side panel.

This is where the esd is. Would this be a bigger issue if my pc wasn't grounded?

It shouldn't be an issue as most modern electrical installations are all grounded. But if it's not and you happen to touch both the side panel AND your front or back I/O, then it's totally possible that you could fry something.

So if im using an ungrounded utlet I should just dont touch bouth things at the same time?

If it is not grounded it is also not a problem as your components are not touching the case and static have a larger surface which also helps. Also PC parts are not as ESD sensitive as you might think they are.

Just wierd that it hasn't gone away in arouns 40min.

No. I sont think so. There is a lot of fog outside and my house has normal isolation. 

Edit: It went away now. It happend after i unplugged and plugged back in the pc. Not sure if this is just a coincident since I tried doing it before and nothing changed.
