stepping on a graphics card made of grapes definitely can let out a little wine.

Anything is possible. But not enough evidence to say there is a definite link.

Coil whine is caused by the power supply, even though it comes from the video card. I'm going to assume OP is talking about selling their card/sending it to someone/another system, in which case you can't guarantee the coil whine situation will be the same as the original system it was in.

Coil whine is caused by anything with a coil inductor. Video cards have a lot of them in the form of chokes.

If a card has coil whine in one system and not in another, if you swap the power supplies, the coil whine or lack thereof follows the power supply.

I don't have the scientific/technical specific details memorized, but if you look up people who have RMA'd graphics cards that had massive coil whine, basically all of them find that a new video card of the same make/model will have nearly identical coil whine unless you switch out the power supply. 

 

It's something about frequencies of components connected to each other causing interference and vibration. I'm guessing if you had a perfect power supply with no EM radiation that had a perfectly stable voltage with no ripple or anything, you'd never hear coil whine. The explanations and evidence are out there all over the place but I don't have anything saved right now to show you a better explanation of what I'm trying to say.

So if coil whine is caused by the power supply, yet the sound comes from the video card, then how come the motherboard's housekeeping circuitry isn't affected when that also contains chokes?

I see what you're trying to do here and I'm not going for it. If you're so concerned and believe you're right or concerned you may be wrong then it's up to you to look into it, not me to spoon feed articles/posts/other info to people who doubt me.

Admittedly yes, I am doing what you're suspecting.

 

However given this response, I'm not confident you yourself understand the phenomena going here any more than I understand it.
