Is there any penalty for non-optimization?

The drive linked is "intended" for such devices, but I'm under the impression that storage is storage. I was just curious of there are any reasons not to get an HDD at a nice price even if it was intended for something else.

No reason. It's just intended to be a quiet storage drive for media that has low power consumption.

However, if you're using it for a main drive, a performance drive would be better.

I already have an SSD, was browsing what would be nice for a Steam/media drive. :)

It'd be fine for that. If you're going for quiet, great. If have a really quiet drive isn't an issue, the caviar blue and barracuda are often around the same price and quite better.
