I'm pretty sure it doesn't particularly matter. Obviously you need an email to sign up for YouTube or Twitch, so if you follow the rules(it seems like you do), at least 13 years old.

If you are between the ages of 13 and 18 (or between 13 and the age of legal majority in your country of residence), you may only use the Twitch Services under the supervision of a parent or legal guardian who agrees to be bound by these Terms of Service " 

 

So if you are 13, and your parents so it's okay to stream.... Then go ahead! If you are younger then you are going against Twitchs terms of service.

 

But there are always things around these things.....

If you mean stream on Twitch, 13 with parental consent, 18 without.  That being said, if you are asking, it might be a little early for you to start.  People on the internet can be cruel, and it's not the best idea to stream when you aren't near 18.  That's not saying that there's no young streamers, but it might be odd.

Also, whatever terms of service for the platform says. I think Twitch says 13 under parental supervision.

That any better? I copy and pasted it from google without changing it to plain text, so its pretty bad that night theme can't even handle a simple copy and paste.

You kept the formatting (ie black text) when you copied it over.  It would be kind of ridiculous if the text was forced to the ltt universal.

 

Just click the little remove formatting button on the bottom of the text box and you'll be good to go in the future.
