So I'm planning on getting a build together for my birthday in February, and I wanted to see if anyone here could help me budget all of this? my Max Budget is 1300 USD, but I'd prefer it to be down to 1200 USD

If you're getting the 212 you probably don't need an aftermarket cooler.

The stock Spire is more than enough for at least 3.6 on all 6 cores. You'll be fine

The refresh is coming out Q1 next year. It's just minor upgrades until we get Zen 2 in like 2 or so years

I dont know wtf you just did but thanks. I mean i'm still not letting go of the 1600x and liquid cooler, but even changing everything in my build you still got 16gb of 3000mhz memory for only 1260. thanks

If you're planning to buy parts in February, planning right now is pointless. Prices change, and new parts come out. Just wait until the moment you're buying, before you start planning

4 GHz takes an unproportional amount of voltage and temps to get that. I'd advise against that.
