help my rx580 (4gb) isnt working at its full potential

my rx580 is not playing either just cause 3 or Forza horizon 3 smoothly Forza was at low and 720p and I still got occasional lags just cause 3 at high settings and I'm getting an average of 30 and i lowered it to low and 720p and im still getting 40s and 30 and even 20s help me(my pc ryzen5 1400 rx580 4g 1tb wd blue HDD 8gb ram at 2400hz and an MSI b350 bazooka)

i have the 470 and played the same games and had the exact same problems. Much worse in JC3. 

I do not remember the settings i play in FH, but in JC3 was high@1080p, lowering the settings helped nothing. For me the problem was playing on a HDD with the game and OS in it. When i bought a SSD no more issues on both games. JC3 loves to use the crap out of the disks for some reason (DRM maybe)

Don't know if it helps. Were did you install the games? HDD? try the SSD.
