vega 64 faster than 1080 ti in forza 7?

Most likely optimization issues (Reading reviews shows that it has plenty of issues) though the 1080 ti is faster at 4k.

And if this is a dx12 title then this also makes a little more sense (As Nvidia gpus are generally more optimized for dx11 while amd is the opposite).

HBM could also have a minor role though probably small.

Keep in mind this was developed with the Xbox One in mind. AMD Jaguar APU optimization probably rubbed off onto the PC port.

I wonder if that game heavily uses async compute. VEGA is massively underutilized, so maybe using async compute makes better use of the GPU? Or maybe the game is just insanely unoptimized.

Forza Horizon 3 was an un-optimized mess at launch and it still is. It's gotten better, but it's far from perfect. As long as you lock it to 60FPS it's good.

Forza 7 is a DX12 title, which AMD products are known to shine. Nvidia's cards are behind AMD's cards when it comes to DX12 feature sets, at least until Volta anyway.

Indeed. In this case, even the Vega 56 is faster than the 1080ti. Vega shows almost perfect frame timings:

The reason Forza 7 and other XBOX exclusives run better on AMD is because Microsoft uses DX12's True Asynch Compute. Nvidia implemented simulated Asynch Compute in their firmware. Most game developers were "asked" by Nvidia to not utilize True Asynch Compute instructions because their cards do not have True Asynch Compute Hardware. If all developers used True Asynch Compute AMD would have a significant performance advantage over Nvidia across all DX12 titles.
