build a pc for 400$ that can beat the ps4 pro, have 4k BlueRay support, 4k Netflix support and small form factor.

I can build a PC for 450$ With free online, mods, choice, customization, multiple monitors and in a small form factor

Yes, but he was talking about a PC not being able to be built for $250 dollars and perform better which I agree with. Not the PS4 Pro, that I disagree with.

The PS4 pro can't do 1440p or 1800p native. Also my point was that the PC can have more bonuses than the PS4 PRo

No it doesn't it uses checkerboard upscaling from 1080p to 4K. At least I always believed that. Do you have an article I could read stating otherwise

Im saying new and that you need a blu ray drive because thats what the PS4 is/has. Like I said near the beginning, for someone who doesn't have the time to build a PC or doesn't want to risk buying used, a PS4 pro/xbox one s is a good deal, since it has new parts (more reliable) and an include 4k blu ray drive, which in itself goes for around ~$100+
