It is meant to be run on a linux server full time yes. A raspberry pi is the most cost effective way to do that but it doesn't HAVE to be.

an old Dell lying around would also do the trick 

I personally do this to have a PFSense Router/Firewall

Absolutely would, but will produce far more heat and consume much more power. In energy savings alone it may be worth switching to something like a Raspberry Pi for these types of things.
