New PC, Bad performance. Guidance needed

Hello lads. First time on this forum and I'll give it a try.

I've recently bought new pc. 
It's Ryzen 7 1700x, 
Ichill GeForce 1080ti 11GB

Team Group Dark Pro 8 Pack Edition 3000mhz
Asrock X370 Killer SLI Mobo. 

Paid a good price and expected good performance. But the thing is, I have very...very...VERY horrible results in 3D mark and games sometimes spiking in terms of FPS. CPU is not overheating. I've overclocked it to 3.8ghz so frequency would be stable, and it helped a little, but still, FPS in some games are horrible. Games like PUBG in fullHD (1920) are having from 50-90 fps, where same configuration on youtube showing good 100-120 fps. 

I've updated all the drivers, chipset drivers, reinstalled OS. I tried to boost CPU higher than 3.8, but seems to be my type of CPU cannot do that and it's failing even if I boost a little more than 3.8 ghz. 

 

Any ideas what can be done to perform better in games?

what's your RAM speed at? what cass latency?

Any chance of thermal throttling?  what is air flow like?  What kind of temps on CPU and GPU under load? 

 

Run Time Spy and see how your graphics and CPU score compare individually against other with the same hardware.

Hey there. Sorry, it's getting late in Ireland.

 

PSU: 850W.

in PUBG - 1920x1080.

Ram Speed - 3000mhz: 14-14-14-31.

 

I've attached files with scores from Firestrike and PUBG.

Cpu in Iddle about 37-40. Under load 65 tops. Graphics 75 tops (celsus). In terms of temperature it seems to be fine. Sorry for the language in Firestrike. I clicked "next next next" it it happened to be Russian.

Nope. Checked it all. Even w/o chrome and completely empty task manager.

Set everything to stock in the bios and start working your way up, first ram, then cpu, gpu. Run some tests after each adjustment.

Also make sure to disable any power management in bios and in windows. Even at stock speeds you should have better performance than that. 
Maybe there is some setting holding you back.

The thing is the cinebench and 3d mark scores dont seem to be bad. I get about 1800 on r15 with the ryzen 2700x. The graphics score also looks about right in 3d mark. As for pubg... dont even get me started on that horrific unoptimized piece of sh*t game that made me want to scratch my eyeballs out. Its not your system as far as pubg goes its just a lag/stutterfest experience. The games these days are so rushed it seems like they are taking performance problems for granted. So i would say your system is fine.
