I dont have alot of money, currently using an old core 2 duo system with a GTX 260 I have just managed to get my hands on a CPU from work that was pulled from a broken dell workstation (CPU tested fine), Its an I5 4590 non K. This is the rest of the system which i have scraped together from the classifieds and a few hand me downs,

EVGA 500w PSU

8GB DDR3

120 Kingston SSD and 1TB HDD

H81 Asus MB

A cheap  £20 case guaranteed to be a finger slasher but its new.

The last thing I am getting is an RX460 b grade which i picked up cheap its due here tomorrow.

Is this a decent build? I know its super low budget but will it be ok for medium 1080p stuff? If anything should be a decent step up from what im using at the minute

That build seems to be okay, to be pulling stuff at 1080p Low-Medium, some games at high i would even say, don't hang me up on it.

CS GO he might even max out (no AA) and have decent fps tbh. But most games will be on low-medium. The build isn't bad tbh, it's decent and upgrades can be made.

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

It's a usable system for older games, browsing the web, and watching videos.

It's vastly more capable then that lol. That CPU is still pretty decent, would say in par with an R3 1300x.

Not really.  If your friend's is bottlenecking it then he has an issue.

A 7600K still bottlenecks a 1070, but that dosent mean it will be bad. It's not major but I would avoid pairing them for 1080p.

no he doesn't he was aiming at 144Hz at 1080p. and it just bottlenecks if it's not the newest hardest graphics to run.

Why would you get a 1070 or Vega for 1080p? o.O  On top of that there will always be a bottleneck, but you won't notice a bottleneck with a haswell or up i5.

If you keep tabs on the framerate you might but yes, I doubt it. And yes a 1070 is vastly overkill for 1080p but people still get them for 1080p gaming

Man buys Ferrari to go to 7/11

I could buy a 4k monitor and it would have 0 effect on the main reason I have such a beast PC - CAD modeling.  In gaming, sure it's a waste but there a ton of other reasons to have a PC of this calibre in which the resolution of the screen doesn't matter.

Depends on the game, shader complexity and resolution, really. I wouldn't have a problem with a 4590 and a 1070 combo. More complex shaders will run faster on the GPU regardless of CPU.

Though a higher framerate introduces a lot more than just graphical loads and may hammer this CPU into the ground.
