I had the same problem with a H110i GTX on my Ryzen build. Most likely the pump is not working for some reason. In my case there was much speculation but essentially it was powered but pump was stuck. I tried all sorts of things to free it, like rotating the case around to shift liquid around, and tapping the CPU block/pump. Eventually it freed itself, made a loud click and started pumping again. As others have said, ensure the pump connector is getting full 12V.
