My i5 6600k can hit 5.2ghz with 1.2 volts, my friend said I won the lottery what does that mean?

I doubt that the overclock is stable. Stress test at that frequency for at least 1 hour and post a screenshot of your Cinebench result with CPU-Z in the same picture.

If it is stable like @PCGuy_5960 said, then he means that you have won the silicon lottery. Think about it: it's almost never going to happen that you win an actual lottery, but when you do, you can buy more stuff (overclock higher) than everyone else. Make sense?

it means that you got lucky with the silicon in your CPU and it can actually overclock

1.2v.. it's easy to boot at a low voltage with a high OC, but not crashing during a stress test is different lol
