Very low fps with Gtx 1080 TI

Alright.

Simple.

I have a Gtx 1080 ti with an i5-4670

I run battlefield one on 1080p ultra 100% resolution scale and it's going from 40 to 80, average about 55 i'd say.

What the fuck is going on with this game.

I have a 1080 at 4k and ultra settings and I get a solid 60...

What's your GPU and CPU usage? Because your CPU is probably being maxed out. I have a similar problem with my 1080 ti and 4790K where I only average about 90-110fps because my CPU is maxed out and my GPU is only hitting about 50-60% usage. So there's nothing I can do to improve FPS so I just play with 175% resolution scale to max out the GPU with no fps loss

What CPU should I get ?

Any CPU will bottleneck a 1080 ti in BF1 at 1080p. But the best gaming CPU is a i7 7700K overclocked to 5ghz with some 3200mhz RAM. That will give you the best FPS bump

Wrote 4K instead of 1080p

Since it's an LGA 1150 you'd be looking at the i7-4790k Devil's canyon. otherwise you will be upgrading your Motherboard, CPU and RAM

3600. Any improvement matters.

OP - I see a bottleneck with my 4670k at 4.0 and a 1070 at 1080p, even at 4K I'd think you'd see a bottleneck at stock.

idk

Look at the GPU and CPU usages while playing if the CPU is at 95-100% and the GPU is sitting at less than 90% usage then you have a CPU bottleneck. Also please use the quote button when you respond. If you don't know how please check out my thread here.

Battlefield one will use a bunch of cores, 6 or more I believe.  You have 4 slow cores so thats the issue

Most benchmarks I have seen say DX 12 gives worse FPS in BF1

Afterburner or something like that for gpu and task manager for cpu and ram but can make afterburner display all that as well.

You mean at 1080p right? As rez increases the bottleneck moves away from the cpu and gets pushed to the gpu. Reason why a r5 or r7 looks to have same fps as a i7 7700k at 4k but at 1080p has a pretty big gap in fps.
