Trying to Repair my Brothers PC

My older brother told me his power source died. He took his PC, which we built together about a year ago, into some shop (I don't know where) and they tested his power source, told him it was dead and sold him a new one. We put the new on in and it didn't work. I even went as far as to pull the power source out of a working computer and put that in. Still nothing.

 

The fans in the power source don't even turn on. I'm sure we are going to have to buy new parts at this point, but how bad is it? I would think the motherboard is shot. Is there any chance under the sun the CPU is still okay?

Also, he bought a retail version of Windows 10 as opposed to an OEM key. Will he be able to reinstall that if he replaces the motherboard?

Hmm well it could be a number of different issues.

 

Have you tried shorting the pins for the Case Power Button on the motherboard itself (Find the Power Switch pins on the motherboard, where you plug the case power button into, and then touch a screw driver to both pins - careful not to touch any other pins in the process)?

 

Second: The correct term is Power Supply, or Power Supply Unit - often abbreviated as "PSU", just so you know :) - calling it a "power source" may confuse people who might not understand what you're talking about.

 

Third: There's really no way to know whether the Motherboard or CPU (or both) are dead, unless you have a second known working motherboard and CPU to test both on.

 

I would check to make sure that the RAM is properly seated. Don't just look - actually remove the RAM and re-seat it.

 

I would also try removing the Video Card, all but one stick of RAM, the WIFI Card, and the HDD (leaving the boot drive SSD plugged in), and trying to boot the computer using the bare minimum components.

If it was the RAM it would at least try to start. You could try and start it without RAM. That way it should at least give you some error code and beeps.

Best case: the power switch is broken. As dalekphalm said, you can try and short those pins.
 

Other than that, the BIOS could be f-ed hard … clear CMOS and try again. The GPU shouldn't be an issue since it should at least start doing something. Did you check all the connections? 

You can only check your CPU on a known working board. There's no way of knowing what actually died (if something did die at all).
