so i used to keep all my passwords stored in the notes in my phone but for some reason they got deleted somehow.  so i wana put them onto my computer through notes or something like that but my issue is that even on my phone i really had no way to keep them secure.  sure both my computer and phone have passwords on them but if someone gets past that they have access to those passwords.  so essentially my question is there any sort of free software for windows that allows you to lock certant items under extra security?  kinda like placing something under lock and key.  then if there is, is there a way to do the same thing with a usb flash drive?  like if i back up those passwords to a usb flash drive and just say someone gets a hold of it, i just dont want them to be able to plug it into their pc and get access at it again same as before.

Keepass for local storage of your passwords, an encrypted database thatcan be accessed on your phone through third party apps since it's Open Source, if you transfer the database to your phone first.

Then there's things like LastPass, which use the "cloud" for your passwords means that it's accessible from anywhere, easily, without the need to copy them manually like Keepass.

Oh, so something that makes an encrypted folder, that has a password on it like Data Safe from AVG? Or plainly using something like Bitlocker on a partition of your hard drive? Do you want that to be usable everywhere or just your PC?

Reading you twice, it seems what you want is probably Bitlocker, as it can be used to encrypt a flash drive as well, you can also make it so a PC will simply not boot into windows without a flash drive containing the unlocking key or just a plain password that you enter.

You can make a USB flash drive that can be used like a key for your computer?

That's cool.  How do you do that?  Are there ways besides Bitlocker?  I think not every version of Windows has that right?

TrueCrypt (ignore the troll warnings to use Bitlocker on the internet) or VeraCrypt (newer TrueCrypt fork), period. By period I mean, period, nothing else comes close.

I would highly suggest Keepass. Keeps an encrypted database of your passwords and you can even have some extra security features to opening up the password database (so you can for example require a password to open it, but on top of that require a specific flash drive and and a specific Windows user account to be present before you can open it).
