Can someone ELI5 on how the Xbox One X could do 60FPS at 4K

I'm looking more into this, since I'm wanting to buy one.  I watched the developers of Ark state that the Xbox One X will be able to do 60fps at 4K using epics settings that are comparable to a computer.  How can this be, given the hardware in the device?  Would there be any special requirements?

Settings will be turned down, it will be upscaled to 4k, or it will be on a VERY efficient game engine. Even the best optimization isn't magic, it's being powered by an RX580-class GPU and so you should expect performance similar to that.

It will also probably be clocked decently lower. Regardless, there will also be better optimization, so I would expect better than 580 performance, but still in the same ballpark -- that's why I said 580 class GPU.

ark is a horribly optimized game, they will do some more optimization for the consoles. xbox Scorpio is designed more for native 4k 30 fps due it being a CPU bottleneck but some games will be able to reach 60 fps.
