Go with ZFS cause it is way better than RAID and go with FreeNAS cause it is easy to configure.

For hardware go with Core2 Quad with 8 GB DDR2. That is your best bet currently.

I'm going with FreeNAS anyways. Core 2 Quad would actually be more expensive. 8GB DDR2 goes for about $60-65 here, more than 8GB of DDR3 or DDR4.

My local scrapyard doesn't even sell 2TB HDDs, and 1TB ones are $55 a pop.

That's the only one near here. The other ones are a 5 hour drive away through great BC Hwy 99 traffic. Ah, 2 lanes and a million exits through an large city. No detour. Best traffic

a 1 or 2gb dimm of ddr3(amount doesn't matter a nas doesn't need much ram)

 

Then install a linux distro and do raid with btrfs.
