Defiantly Ryzen, X299 is a mess anyway. 

Please quote our replys so we get a notification and can reply easily. Never cheap out on a PSU, or I will come to watch the fireworks.

Skylake-X if you want raw compute performance and don't really care about its price. If you do care about spending money reasonably, then Ryzen

Want a 6-core Skylake-X? - Get a better, 8-core, Ryzen

Want an 8-core Skylake-X? - Get a better, 10-12 core Threadripper (When that releases)

Want a core i9 with 10-14 cores? - Just get the 16-core threadripper for cheaper.

Want a core i9 with 18 cores - Go back to dubai

Reviews should be up in just over five hours if you need comparisons.
If budget is tight the six core Ryzen 5 1600 will do the job for streaming games and comes with its own fan that does the job.
For premium Ryzen streaming the eight core Ryzen 7 1700X will stream everything brilliantly and be a lot cheaper than Skylake X.

When comparing Intel Skylake X vs Ryzen I would probably take a 8 core CPU over a 6 core CPU for streaming.
Ryzen 7 1700X will be cheaper than 6 core Intel i7 7800X.

Ryzen motherboards are also noticeably cheaper.

If you have to have the best for 120Hz gaming monitors and stuff like that, as well as 1080P/60FPS streaming then the eight core Intel 7820X will be the best, but come at a much steeper price.

Keep in mind your internet connection for all this.  You'll want a stable fibre connection for the high end streaming.

Ryzen is better value. Intel will be faster core for core, but will also cost more.

If you need more than a 16 core Threadripper, then get Epyc. Either that or distribute the workload over multiple Threadripper nodes.
