Question if my advice is good or not

In general yes in regards to getting a more expensive GPU than CPU.

no not really. you have to look at the specific built/budget to really say what cpu/gpu config to chose.

make him get an i5 3570 or 4670 k or non k or a 8350 and then find out what games he wants to play at what settings.......see which card will get him that and then usggest the card above if the price increase isnt that much. So if he wants 1080p gaming then a 7870 will do great but then making him get a 7950 will be awesome.....i had one before and its a really good gpu. the 7970 is better though....not by much but better...

It would be better to obtain his budget and target specific compenents in relation to what he already has with that money, it's no good us recommending him for example a 280X if his PSU isn't up to it, you need to see all the parts and obtain balance.

 

A balanced system is important, even more so if you intend to complete the system now, and aren't just harbouring a weak part while waiting for funds to upgrade it before the system is finished.

in some cases yes others no for an example that that doesn't work is getting an Fx-4100 for like $100 and gettng a 7870 or r9 270x which is around $200-$250 when you could cough up $20 more and get a fx-6300 which performs much better in some cases.

That was sorta my thoughts as well,  I don't think a 4670k is an unreasonable choice, and does not *need* a $400.00+ graphics cards, there are excellent options for less.  Maybe spend at least as much on the GPU as the CPU.

I do believe that cpu should not cost more than gpu. So IMO the op's advice isn't wrong but if you get an 8350 you shouldn't be limited to a r9 290.

560Ti is the best card ever. 780Ti looks like the evolution. But Professor Oak never gave you a Charmeleon.....
