Its a crimper, to crimp a lug onto a wire to connect it to another wire, or to crimp a connector onto a wire. Saw the exact same thing at Lowes.

Maybe a weird wire cutter?

I don't know the exact term...

It's a kind of crimping tool but for crimping one or multiple wires into a bundle with a terminal which can then be soldered or screwed in something

 

for example see how the wires are grouped and then some thick metal "pin" goes in the pcb hole:
