That's TDP which doesn't correlate to actual consumption.

I'd recommend the Ryzen chip. There's absolutely no reason with the current lineup to buy an i5.

That's TDP, not Volts. The maximum Voltage that is recommended in 1.4v (Not advised to go higher, not without serous cooling).
