Is it spinning up? Are you able to hear it and feel it vibrating?

Main System: Phobos

well, you'd have to go though a bunch of trouble shooting steps, but yes, usually data recovery is possible but it can be very expensive, often into $100's, sometimes up to $500 for a particularly bad case.

Try using another computer. Does the drive show up in Disk Management?

You can pay a recovery company several thousand dollars to try to get stuff off of it.
