so no it is not clear whether or not glass is a liquid

Wrong. Glass is a liquid.

old glass is always thicker in the base and thin in the top...

This is due to manufacturing imperfection 

 

Glass is a supercooled liquid with very little give. It makes it seem like a solid at first glance, but isn't.

No, glass isn't a supercooled liquid, glass is an amorphous disorganized 'solid' that has properties similar to a liquid. It can be classified completely into neither solid nor liquid state. It's in a grey area between solid and liquid state. 

 

 

Glass being a liquid is some outdated myth passed down from barely qualified middle school and regular science highschool teachers.
