Don't quote me on this but I believe it means 3 total. I only know Dual-link DVI to allow two displays from 1 port but I'm sure others can do that too.

Realistically though do you need more than 3? I wish I had 3...

You should always check the manufacturer's website.

As far as I remember, in that generation of AMD GPU's it supports two monitors via DVI/HDMI (regardless of how many of those ports there actually are) and than an additional one for every (mini) displayport. Of course there are adapter/splitters/switches for displayport that can make it support more.

 

Anyways, if you can get a second hand 7000 series for not much with the appropriate amount of displayport (two or more) it will work for four monitors.
