You can overclock the GPU but not the CPU as it's a locked multiplier and non-overclockable board.

the CPU has to be a K variant from Intel for you to be able to overclock it.

Are these the parts you want to buy? Since they aren't great options in my opinion.

what about BLCK oc'ing? xD

The board isn't capable of overclocking it doesn't have that feature enabled. In general base overclocking can be done but isn't usually recommended as it can mess up other things around the system causing issues with stability, lesser on the newer generation of CPU's.

I believe you are confusing turbo boost with overclocking. Turbo boosting is an automatic process controlled by Intel.

This video may help clear up the confusion

That is Max Turbo...

what would you pay for the parts? cpu and mobo are pretty outdated, and if you don't get a really really good deal on them, it's not worth it IMHO

For just over 400$ you can go way newer, same gpu but better overall platform and overclockable if I'm not totally lost in amds chipsets:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1400 3.2GHz Quad-Core Processor  ($164.88 @ OutletPC)
Motherboard: ASRock - AB350M-HDV Micro ATX AM4 Motherboard  ($69.99 @ SuperBiiz)
Memory: Crucial - Ballistix Sport LT 8GB (2 x 4GB) DDR4-2400 Memory  ($59.99 @ Newegg)
Video Card: EVGA - GeForce GTX 1050 Ti 4GB ACX 2.0 Video Card  ($114.99 @ Newegg)
Power Supply: Corsair - CXM 450W 80+ Bronze Certified Semi-Modular ATX Power Supply  ($29.99 @ Newegg)
Total: $439.84
Prices include shipping, taxes, and discounts when available
Generated by PCPartPicker 2017-05-07 03:01 EDT-0400

EDIT: Didn't see your mistake with the pricing, but I'd still would pay that little premium and get the newer platform.

From Intel's side you could also get an B250 mobo and a i5 7500, though I see more value in the build above and you can't oc the 7500.
