Is it possible to test a power supply?

Is it possible to test a power supply to without plugging it into my motherboard? I'm not getting any power and I think everything is plugged in correctly so I want to make sure the PSU is working correctly

Yes, buy a PSU self-tester. Many PSUs come with one.
