This is my computer that I'm going to build. My budget is 1200 dollars. If your going to give me a single radiator, also give me a red/black/both 120mm or 140mm case fan

water cooling is not that silent as you think, use that money for a better cpu like 7700k.

Outside of very rare situations involving ITX builds, there is really no $90 AIO worth buying. You're in the 120mm/140mm range at that point, which is just not worth it in an ATX tower.

 

$90 would get you literally any air cooler worth owning, many of which will outperform a 120mm AIO, and some of which will outperform even the best 140mm AIO.

 

I've never heard a quieter cooler, liquid or air, than the NH-D15. Just throwing that out there.
