it all depends on game and settings some games are cpu heavy and some gpu heavy. for a cpu heavy game it probably will not be the best. the lower core count is really what will hold it back making all cores pinned in some games and what not will hurt. but it will work fine for most games i beleive. but if you are going get a new cpu i would get a i5 or a r5

Keep in mind, if you upgrade CPU you will also (most likely) have to upgrade MoBo & RAM if you upgrade past the 4790K

Your CPU should be fine. You should upgrade to an i5 or an i7 though.

if you have the money to spare an i5 or r5 would make a world of difference at times.

If your CPU is hitting a 100% and getting frame dips in the games that you play than you might want to upgrade your CPU. They aren't bad on ebay. 4670, 4670k, 4690, 4690k, 4770, 4770k, 4790, 4790k, probaby whichever is cheapest.

4790 or 4790k would be your best upgrade options.

In order of "strength" here they are.  Check ebay and local class-fields.

These are new prices in the links, ignore them.

If he upgrades to a 4790 (OC'd over 4.5) he won't have to worry about a bottle neck unless he is running 4 Titan Xp's! K, maybe an exaggeration but that is a top of the line gaming cpu, up there with the 6900k, 7700k etc. Not quite, but it could be argued it's anywhere from the 3rd to 6th best gaming chip you can buy.

There is enough youth in this world, how about a fountain of smart?
