I have that card. It's a wonderful card and will do you well if you choose to buy it. Now whether it is worth it at that price is subjective because I think it would be worth it at full price.

there are 1070s sold for under 400€ in germany, so I cannot imagine france being that much more expensive. It does not strike me as that big of a burgin

If you play the waiting for the best discount game you will never end up buying it. You could wait for vega to release to see if that effects price but who knows.

1070 can be had for under €400.

in the US, taxes are often not included in the price so keep that in mind when comparing prices.

I'm not in the US but in germany, we also do have taxes included. In the US this is around 4-9% depending on the state if I am correct.

Taxes in the US are dependent on location. 

Some states have no sales tax, I think the average nationally is 4%. My area that I live in is 7%
