Check your temps and usage to see if the system is throttling. If the cooler isn't making contact properly, it may not cool the chip enough, resulting in the clockspeed dropping.
In the future, I would advise using compressed air to clean dust off components rather than blowing. It reduces the possibility of getting saliva on components.
The cooler is being dragged down by gravity and it is making contac (get it? the cooler is contac 16) It was possibly just a coincidence and i was worried. Anyways thanks for the support!
