I'm a bit confused as what you are asking. are you talking about electrically grounded?

Hello yes, sorry i'm not so sure what is really called but my friends call it "grounded" it is when you touch the case and you will feel some electricity.

static discharge then, is your case on very conductive surfaces or staticky surfaces like a carpet?

Hello, i'm sorry, how do i do that static discharge?

my pc is sitting directly to the floor (tiles)

then it seems like something is causing static electricity to either run through your case or the pc itself - ive never heard of this happening will refer you to some more experienced people @STRMfrmXMN @Energycore @ARikozuM @manikyath

Your PSU should have come with a 3-prong plug. The bottom pin is exclusively for grounding. As long as you don't try converting it from 3 to 2-pin, the PC will be grounded. The case and standoffs can also act as ground to spread errant charges from affecting the computer in question.

As ARikozuM mentioned your system needs to be grounded more in terms of safety than anything else, if it isn't it can potentially build up a dangerous charge and shock someone that makes contact with it. I would suggest to get a plug tester to ensure it is properly grounded within the wall especially if it's a very old home.
