Any programs like adobe flash for vector graphics animation?

I am looking for a FREE program (because I am a cheapskate) that I can do vector image animation on such as adobe flash?

Take a look into Pencil2D

Any software you use will have some learning curve. 

 

Try Opentoonz. It allows for vector based animation
