Why X170 chipset?

Only 8GB of RAM for WS?

What do you use it for?

3d/ 2d cad ,maya ,rendering stuff

Unless that is your job, and you work on large projects that would be crippled if a slight data loss happened, opt for consumer hardware.

You haven't specified a budget yet, so this is what I came up with.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i7-6800K 3.4GHz 6-Core Processor  ($408.48 @ OutletPC)
CPU Cooler: be quiet! Dark Rock Pro 3 67.8 CFM Fluid Dynamic Bearing CPU Cooler  ($74.90 @ Newegg Marketplace)
Motherboard: Asus X99-A/USB 3.1 ATX LGA2011-3 Motherboard  ($203.98 @ Newegg)
Memory: G.Skill Ripjaws 4 Series 16GB (2 x 8GB) DDR4-3000 Memory  ($96.99 @ Newegg)
Storage: Samsung 950 PRO 256GB M.2-2280 Solid State Drive  ($221.65 @ Newegg Marketplace)

Swap this out for a 5820K. It overclocks better and is cheaper.

I highly doubt that he/she will be overclocking, and the price difference is within $50.  If the price really is problem, then that can be swapped.

Why not? Overclocking is free performance!

Which type of 2D/3D cad. AutoCAD? Inventor? Solidworks?

I'd actually recommend sticking to a 6700k/7700k.

Solid works and inventor do not benefit from multicores/threads in about 80% work cases. A hole extrusion will not use more than one core, nor will having a 5000+ part assembly achieve higher FPS because you have a 6 or 8 core processor over a 4 core. What actually matters is core speed, and Skylake and Kabylake have shown to give tremendous boosts to workloads in an Inventor benchmark than its earlier processors and even many enthusiasts chips.

Though I guess if you're doing LOTS of stress tests, flow analysis and rendering, more cores WILL BENIFIT in those cases, but like i said, More cores will not make using the tangent command any faster.

Also definitely get the 1060. And no you will not need more than that. These 3D programs are more CPU centered than anything.
