Would really just like some help finding something that works here, provided the product actually exists. 

I am looking for a USB 3.0 based external capture card that has it's own hardware video encoder, and can stream off a single PC set up.

Why USB 3? To kill latency.

Why external? My crappy Gigabyte mATX mobo doesn't have the clearance when paired with my fat GPU.

Why native hardware encoding? Because my budget AMD cpu can handle gaming or streaming, but not both.

Why single PC?... I only have one.

If no product exists, then oh well. Just looking for some help.

Avermedia has a bunch of portable ones, check those out.

Nope. No such thing exists as far as I know. Best you could do is get an easy cap which captures composite video and is hdmi 2.0

Those are not what he wants. Those capture video to the card itself, not live to the PC.

Those avermedia portable things do exactly that, they stream the video over USB...........

They are used for streaming to sites like twitch....

I demand to see a link to this wonderful device. I did extensive research on this a couple moths ago and at the time found nothing. I would be very interested in buying a device like that, especially if it is reasonably priced.

Wow how did I miss those. I ended up getting the live gamer HD card partially because I thought it was my only option.

I contacted Avermedia's hardware department about whether it streams on a single PC setup. They should get back to me tomorrow. 

The issue is that in my research, half of the reviews said that it could stream for a PC and the other half said it could not. Which is not a margin I like to work with when making a purchase. If and when he tells me about it, I'll update the post with the info for anyone interested in getting one.

Live gamer portable records to sd and has a built in encoder. This one is usb 2. The live gamer extreme has a built in encorder and is usb3, but has no video out. Both will serve your purposes
