What about going the AMD route? No upgrades but better system for now. Maybe you can get better stuff later.

Well if you want to do all that you need at least a Quad Core processor (i5-i7). As I don't know about the economy in India, I would suggest you take @AmbarChakrabarti advice. If your friend can get you cheap stuff from Delhi. Just get like an i5-6500 (better than the 6400 and not that much more money) and stick to an H110 motherboard.

Go for the 4460, it's the exact same thing as the 6500, just that the 4460 uses like 20 more watts and has older graphics. The 6500 will give you no performance boost and will blow your budget.
