Are you using one of the weird high contrast themes or something... doesn't look like Standard Windows 10.

It is Windows 10. Windows 8 had the old Windows NT 3 (1993) drive space use/free 3D pie chart.

He just modified his registry to have large borders.

The "Windows Update Cleanup" item is so big, because there is a folder loop going inside. Basically, folder that instead of pointing to a place where sub-content inside like normally, it points some parent folder. So it does the loop 'indefinitely' when counting the total size of the of "Windows Update". It eventually stops thanks to fail safe code, if not, you'll be stuck on that progress bar forever, or until you hit Cancel.
