Can I double the PCIe lanes in a dual CPU motherboard??

Can I double the PCIe lanes in a dual CPU motherboard like Asus Z10PE-D16 WS.. Example: in the Intel Website of Xeon Processor E5-2699 v4 (22-core), it says that the CPU can support up to max. of 40 lanes.. What if I use Dual Xeon of the same CPU.. now it means I can use up to Max. of 80 Pcie Lanes right? or I'm probably mistaken.. Idk much about computers and our start-up company assigned me to choose the best products out there out there (Haha. Funny right!?) for our 3rd Server.. Hope to get a Professional response from you Guys! Need it ASAP! Thanks!

what is this server for that you need 40 lanes?

It will double the lanes, but what are you using it for. Its rare to be lane limited.
