Power Supply - Some random seasonic PSU it is 80+ bronze and 500 Ws

 

CPU: FX - 6100 (This Processor was discontinued i think but the FX - 6300 is simmilar)

GPU: EVGA GeForce GTX 960 4G

I wanted to know if my CPU is bottle necking my GPU or if it is the other way around.

your cpu depend on the game, wait for ryzen if you want to build a good budget system.

I was playing GTA 5 at 1080p with settings on high and I was seeing arround 45FPS, but my friend has the same card as i do and he was seeing arround 80FPS.

Yes in GTA V that CPU will bottleneck as GTA is a CPU intensive game.

GPU: XFX RX 7900 XTX

CPU: Ryzen 7 7800X3D

My GPU doesn't really ramp up in RPM and relatively remains cool but my CPU is usually mildly hot, I use the stock cooler from AMD and I only have one case fan. But I dont know if it is worth to invest into a aftermarket cooler for a few FPS.

The CPU might be slow for the needs of the GTA V engine. You're getting all it can give.

 

Can you use MSI Afterburner to see the CPU temp/clock and GPU temp/clock/VRAM usage? Just insert the screenshots to the thread and we'll take a look at any correlations that we can before confirming that your CPU is holding you back.
