I built my PC and it successfully booted into Windows and I installed all the drivers, etc.

 

I went to turn on EXPO and no boot after 10 minutes. I cleared CMOS with wire and still no boot. I removed and replaced CMOS battery and still no boot. I flashbacked BIOS and still no boot. 

 

My motherboard is Asrock B650 PG Lightning

CPU: Ryzen 7 7800X3D

RAM: 2x 16GB G.Skill Flare X5 6000 30-38-38-96

The CPU and DRAM lights are both on. Is this just an extremely long memory training or is something else the problem?

Not for ten minutes. Memory training on AM5 usually takes ~30 seconds on the newer BIOS revisions, 1 minute if you're using 2x32GB/2x48GB, and 5 minutes at the absolute worst with 4x32GB/4x48GB. 

 

What exact RAM kit are you using, and are you using slots 2 and 4 counting from the CPU? Also what BIOS revision are you on?

Some AM5 boards have the CMOS clear function broken and need to have the 24 pin disconnected in order for it to work. Try disconnecting the 24 pin, clearing CMOS again with the button or battery method, and seeing if it starts working again.

Alright, that was more an issue on the older BIOS revisions anyway, 2.10 should be new enough to not have that bug. 

 

At this point I'd be trying to reseat the memory and doing a single stick in each slot to see if one of the memory slots or sticks died out of no where.
