My cpu is at full clock speed

So recently I've been noticing that my cpu isnt at full clock speed (i5-4590) when in load 3.3ghz and when I look at the task manager its a 3.27ghz, what is wrong

It's controlled by your BIOS. Trust me, you will NOT notice the loss of 30mhz. Trust me, it's such a negligible loss of speed that you literally cannot notice it.

I downloaded CPU-Z and when my CPU is in load CPU-Z says that the core speed is 3299.23MHz
