We just paid for ~45 Mbits but my computer

So we literately (like a day ago) asked our ISP (AT&T) to (temporarily? I'm not sure) upgrade us to 45 Mbits/second (~6MBytes/second), the computer that connects to the router via ethernet gets pretty much the speeds it should, hell my nexus 5x can at lest get up to ~40+ Mbits but this computer I'm on (built) gets ~20 Mbits - although that is through wi-fi and about 50+feet from the router . . . . Either via fast.com, or speedtest.net. Would we need a booster?

Without providing any information beyond 'It's Wifi', what assistance do you expect people to be able to render for you?

Does your phone still get the 40Mb in the same location as your PC? Either way you should use ethernet for your PC, if you don't want to route a long ass ethernet cable then you could get a powerline adapter.

You literally just answered your own question. You obviously need a stronger wi-fi adapter, or an ethernet run.
