Can My PSU Run RX 480 8GB ?

No it's fine bro

I want to upgrade My Graphics Card From ASUS Strix R7 370 2GB to RX 480 8 GB !! and my Power Supply is Thermaltake 550W lite power supply  !!! I dont want to buy a new PSU as shortage of Money :( ! Do I have to buy a new PSU ?

You can run it, but don't overclock.

We have a NEW and GLORIOUSER-ER-ER PSU Tier List Now. (dammit @LukeSavenije stop coming up with new ones)

You can check out the old one that gave joy to so many across the land here

Not only is it bad, it's actually only a 400W PSU

 

A single 480 is cutting it close there.

I wont overclock !! I will DownClock if i need to :3 But should I have to buy another ? 
And if its a 400W PSU !! y its written 550W :/ ?

No look at the 12V Rail specifications. 204W and 192W, together they don't even reach 400, and that's the important rail.

Because Thermaltake are assholes that lie in their marketing lol

 

Shouldn't need to downclock. But you should undervolt as far as you can while remaining stable.

To be honest, the Litepower is pretty bad. It seems you're only getting 396W from the 12V rails. While it would work with the RX 480, I wouldn't buy a "top-tier" GPU only to power it with a sub-standard PSU.
